The ESPON Coordination Unit is looking for a trainee for a period of 5 months to join our international team.
We would like you to start preferably by 1 April 2009.

The ESPON 2013 Programme
ESPON is a network providing European observation and evidence on territorial development and cohesion. The activities are implemented as a programme under the Structural Funds 2007-2013 and the objective of European territorial cooperation. The strategy is to enhance European knowledge, data and indicators on territorial structures, trends, perspectives and impacts of sector policies which can meet policy demand and be useful for policy makers and practitioners around Europe.

The ESPON 2013 Programme is the second generation of ESPON. The budget of this programme amounts to around 47 million euros in total. All 27 EU Member States as well as Norway, Switzerland, Iceland and Liechtenstein are partners in the programme, which is managed by the Ministry of Interior and Spatial Development of Luxembourg. The European Commission is playing an active advisory role during the programme implementation.

Applied research projects and targeted analysis based on ESPON results will be carried through until the end of 2013 by contracting Transnational Project Groups composed of scientists and consultants. The scientific platform for the European applied territorial research shall be further developed, including the ESPON Database and territorial indicators. The awareness and capitalisation of comparable information on European regions shall be boosted through events at European and transnational level.

The ESPON Coordination Unit
The ESPON CU will during 2009 include 12 permanent staff members, a junior expert and a trainee.
The CU is located in Esch-sur-Alzette, 15 km south-west of Luxembourg City. Access is easy by car or by train; the station is only 5-10 minutes walk away from the office.

The job for the trainee
The ESPON CU offers a five-month period of training for a young academic in the final stage of university studies in spatial development and planning, geography, regional economics, European studies, political science and/or other fields related to territorial development.

The job will include a variety of tasks related to the ESPON 2013 Programme, such as management, financial and administrative tasks as well as tasks related to communication and capitalisation on programme activities. The work may as well include participation in content oriented tasks.
The work in the ESPON CU is organised in three clusters each dealing with a key area of the implementation of the ESPON 2013 Programme. During spring 2009, the trainee will be involved mainly in tasks from the cluster related to finance and budget and the cluster on capitalisation of ESPON results, including map making, elaboration of publications and analysis.
Among the concrete tasks for you there is involvement in project and programme monitoring from the financial and administrative perspective, preparation of information on ESPON projects for the ESPON Website, the creation of a ESPON Map collection and involvement in the launch of calls for proposals for applied research activities and targeted analysis.
Please note that an allowance of 1.000 Euro per month will be available and it should be treated as an indemnity to support your living expenses during the traineeship.

Your profile
You are a student registered at a University during the traineeship period and carry a passport from Member States of the European Union or from Norway, Switzerland, Iceland or Liechtenstein (full partners in the ESPON programme).

Applicants should demonstrate:
Interest and some knowledge in relation to European cooperation in the field of Structural Funds, regional policy and/or spatial development and planning.
Motivation for learning and contributing to management, financial and administrative tasks as well as tasks related to communication and capitalisation on programme activities.
Excellent skills in speaking and writing in English and preferably good communication skills in other languages (knowledge of the French language will be an asset).
Ability in being a strong team player, open and capable of working in a complex multicultural environment
Acquaintance with the Windows Office applications (Word, Excel and Access), ArcMap and Adobe Illustrator applications. Experience with Corel Draw and Adobe Acrobat would be considered an advantage.

During the traineeship period one of the trainees will be involved mainly in tasks from the cluster related to finance and budget and the cluster on capitalisation of ESPON results. The second trainee’s work will be connected more to the project development cluster.

The job will include a variety of tasks related to the ESPON 2013 Programme. Among these financial, administrative and dissemination work related to the newly launched calls for proposals in the ESPON 2013 Programme, and supporting the administrative and monitoring work on the submitted proposals. The trainees will also be involved in communication activities, and will support the organisation of events. The work in the project development cluster will include, among others, support in the following activities of the cluster: development of project specifications for targeted analyses, preparation of kick-off meetings with Lead Partners and meetings with Lead Stakeholders, updating information to be published on ESPON projects.

* Experience in organising events;
